Any town got faction vendors out?

i need some lumber and regs and was wondering if the vendors were out??

i found 1 lumbermand at vesper but theres alot of reg vendors 2 and 4 gp each... so good prices on regs just no luck for me on wood

note the towns that are at -30% tax rates, every one of those towns have faction vendors out somewhere, other wise they probably wouldn't be set -30.
