Are there Communication Crystals on this Shard?

If yes where can I buy/get them?

Nope there isn't anything like that ingame. Mostly people just use IM clients inplace of them.

You can buy them at the Jewlers. I used to buy all mine at the Jewler next door to West Brit Bank. They were pretty useless thou. I only used them to bug peoples houses in game to tell when they logged on so I could go kill them. Ahhh memories
