Lower Requirements

This needs to be removed from loot except on shields (or items that drops directly into your back pack,like artifacts along with things such as an RBC etc....)
It was removed on OSI about a decade ago
On Demise all it does is prevent you from getting a better mod (like ummmm night sight teehee)




So a hat that you would normally need 10 strength to wear (create a character with less than 10 strength or curse a character to below 10 strength and if you can go make a report) now no longer needs any strength to wear this hat
It is bad enough that we get items with night sight (just like on OSI but it can be removed from the list so it only affects Demise to make it better than OSI) a useless mod on Demise or any shard where you log in with Razor/Steam

Dull Copper and Gold ingots give this mod for free
So if you craft items or enhance items without using a runic hammer but using dull copper and/or gold ingots Lower requirements comes on the item anyway
It is no longer (and has not been for a long time) a runic hammer mod on OSI (though this mod can roll on shields)

OK,
removed as a runic mod from hat/helmets, armor, weapons, but still possible to get it from shields....

edit: forgot to say this removes it on loot too, the functions appear to be linked.
