Stealing

i heard that to do stealing you just put a bag on the ground with the right amount of stones, while having your pack filled with items so the bag will never be picked up.

but when i try to steal it off the ground it says "you cannot steal that"

am i doing something wrong?

use a packy tell him to guard you. MAKE SURE HE GUARDS YOU or you will be guard wacked. then steal items in your range
0-10 1 stone
10.1-20 2 stones
ect ect

Forget the packy, just put the bag in a bookshelf/etc
