Why has noone done anything about this (just curious)

Few screenshots of people abusing the safe-zone rule at valhalla.
First four are a bit dated but it shows that until something is changed with the scripting or w/e this will always happen so it either you should be able to cast inside without repercussion to certain players or someone needs to crack down on these players.
