It seems no level of tinkering whether complemented by other craft skills or not gives a chance to make exceptional nunchaku.

Issue is the Exceptional change for some things from tinkering (and not only, so I remember) is not correspondent to the one you would obtain with the "one formula to rule them all" as in blacksmith and tailoring
