Keeping them in your pack works really well. Use(make) a character just for gardening. Keep the plants organized with bags in the backpack. Have a trough where the character sits to refill pitchers and keep an extra keg of each needed close enough to reach. Your character never has to move, your plants are organized. As a bonus if you ever have to be away you simply lock down the bags of plants and there is no worry about them needing water/potions since they wont grow in a locked down bag.
