Who knows, what for this think? =)
I have got it with a Newbie Quest in Haven.

No I think thats a fire horn, your talking about.

The horn of retreat is used to gate you back from the quest you were on, incase you got into trouble. Once the quest is finished it is only a semi semi rare item as you have to do teh Quest to get it, plus it wont work anymore.
