I was gonna send my bro some money for his bday on uo, I got his email.

Is it possible to have a negative balance on PayPal, like if I sent money it would go to his balance and not pay him?

What if the email isn't linked to PayPal, I was trying to do a as surprise so I can't really ask him , thanks bros.

It probably has something to do with your paypal account, like it's shadow'd or something. Your account was probably reported for theft so they cancelled it's outbound money until the issue has been resolved. Best option is to just send it to me and give me his information, as a workaround to paypal's anti-theft policies.
