This USUALLY occurs when you've just copied UO to a computer instead of actually installing it.
It can sometimes be fixed by manually pointing Razor to the UO directory.
If it's already pointing to the correct UO directory, you can probably ignore the message (I had to actually re-install UO to get the message to stop showing up)
In the future, Razor has it's own forums on RunUO.com ;->
