That is configurable by the staff member who sets it up. The default of course is to restrict players in combat (don't worry, it won't take your gold if you don't get to travel).

i wonder if since this is gold sink incentive you would make the webstone donatable with cash or gold. understandably the gold would be rediculously high but still, gold sink worthy
