[CODER NEEDED] Water Barrels Unmovable/Unempty-able

Behavior on Demise: Water Barrels and wash tubs cannot be empties using a pitcher, and thus cannot be taken and put in house as deco.
Behavior on OSI: Water barrels and wash tubs can be emptied using a pitcher and once empty can be moved as an item to backpack, ground, etc. It can also be refilled using water from a pitcher.

Changes needed: Water Barrels and Wash tubs need to be empty-able and then moved, they will also need a daily (citation needed) respawn and also be refillable at their new location
Code (optional): Thagoras on RunUO released some updated barrel scripts

have not verified that these work as intended...

*side note: There appears to be a daily spawn of closed barrels somewhere as well on OSI. This borders on out of scope with this.

are you sure this is still how it works on osi? I am pretty sure they were originally obtainable due to a bug and that they no longer spawn

I at 1 time had a house full of these empty barrels

I believe they are daily spawns they won't re-spawn after they are taken away

Oh ok, I was thinking a timer when I said that, just wasn't sure about what time that was.
