It has nothing to do with where you are standing, it is based on what you are standing near. Meaning, the potion's damage gets reduced as additional targets are within range. The code is counting all mobiles, attackable or otherwise. The NPCs behind you in that picture are "absorbing" some of the damage.

So be it, if its wrong it needs to be fixed, and Ill add this to this patch. Later on today.
On osi the NPC do not take any damage there is a system message saying that

Can someone go on OSI and throw a couple on the same tile and see if they do detonate each other when the first one goes off?

If they do, I will fix that too, otherwise Ill remove it since it doesnt work anyway.

This patch fixes both the stacked potions bug, and the undamageable mobiles absorbing a share of the dmg problem.

Updated on TC too.

This is good Xavier the only problem I see is now we get the double explosion animation with just the 1 hit

There are 2 explosions happening, though just the first explosion gives damage
Look at the 4 NPC's 2 move between shots I am not showing the same explosion twice
It is 2 separate explosions

Its just a particle effect looping. Fixed the particles and changed the sound per OSI, and updated TC.

Count down should be where you get the system message
Also the system message saying you can't harm (Insert NPC(s) Name(s) and occupation goes where the system message goes

The explosion potions unstacking fix has made the other potions unstack which is not correct
