Swinging on the Run?

There used to be old OSI code which allowed you to swing while running only if you had 75 dex or greater.

Does this apply here? From my limited testing it seems right but like I said, it was 'limited testing'.

yea, ive done it a few times to kill someone trying to ban me from their house. and had it happen to me on my mage quite a few times with dudes runnin in a circle before i can get them on last target.

That didn't really answer the question, but thanks for the response.

Does anyone know if this is the case here or not?

Umm you can always swing while running? My hybrid mage has 35-45 dex and I always hit while running.
