Correct me if I'm wrong, but isn't that an obsolete stat on a weapon?

It relates to the number of times you can use the item in a non combat way (mining, lumberjacking, etc)

Yep... the same way you can use an axe to hack heads, you can use it to lumberjack and lose uses that way (in fact, you can totally destroy the axe if reaching 0 uses even if it's durability is 255/255).
