What does stealing a sigil do?

I'm a member of min faction, stole minoc sigil and nothing really happened, i'm sort of new to the faction thing. Does it give my character silver, or rank it up? I'm not sure I understand the system correctly

Once you steal the sigil and take it to your faction base, you wait a little while for it to be corrupted by your faction. Then, you take that sigil and return it to the town it came from, and you can control the activities of that town. Adding faction vendors, guards, and so forth.

No factions are currently active as far as I know.
