Cool down timer works fine and it does actually evade now. But, it should not be evading at 100% effectiveness...

you will gain 40%+10% =50% to your parry
so 40%(1.5)= 60%
you will have a 60% chance to parry spells AND weapon attacks
the formulas need to be scaled based on whatever criteria... but that is how it should work.
