As I already pointed out the problem is not the shard. Some things you could try.

1. Defrag your computer
2. uninstall uo then razor if installed and then reinstall uo and patch all the way then install razor and defrag again
3. If you using a wireless USB try plugging it in a different USB port. Reset all your network equipment either way by turning everything off and unplugging it for a minute or so.
4. disable some of the programs running on your pc
5. Reinstall windows

I honestly doubt defragging you're computer is going to speed up UO noticeably, unless you're computer is 10 years old. UO is a barley uses the hard drive while running, especially on newer computers with a gig or more ram. Reinstalling windows sounds a bit extreme as well. Uninstalling UO and Razor is probably a good thing to try if know its not a network problem.
