Technically, it's not. A pact of non-agression means that the parties involved will NOT fight each other, and may, at their own discretion, come to each others' aid. An alliance is distinctly different, in that assistance is obligatory; they can be summed up with the phrase, "an attack on one is an attack on all."

A real-world example of an alliance is NATO; if one member country is attacked by a force outside the alliance, all other members are obligated to assist in defense and retaliation; this has only happened once, in the fall of 2001. Non-Agression Pacts aren't as common today, but they were infamous in WW2, when at the beginning the USSR signed a non-agression pact with both Germany and Japan; Germany broke the treaty two years later when they invaded the USSR, and the USSR ended their NAP with Japan in 1945.
