I checked it out.. seems to be the same except now you can be standing near npcs and they dont call guards on you. Except my luck was poor 9/10s of the time.

That is correct, houses will begin to fall in under 24 days. The old refresh times were cleared.

What kind of differences did you exactly do?
Is it harder or easier to steal an axe for example...
Maybe you should activate hally-stealing
it's unfair to steal everyones melee-weaps but a haller. hehe!
make it fair and drop its weight !
