He isn't the head of all terrorism either. Quite logically, one could assert that the US is at war with Al-Qaeda, because Al-Qaeda sure as hell is at war with the US. They may not be a state recognized by the UN with borders and territory with their own, but they certainly have plenty of places to use as their own, akin to foreign US military bases, which certainly are outside the USA's borders.
The US has engaged in these sort of wars before; I'm reminded of the Barbary Wars back in the 19th century, where the enemies of America weren't official nations, either.

That would be taking their statements the wrong way, and be taking a decidedly pessimistic view on America. The USA ain't going away any time soon, and they're not too stupid to realize that.
It remain a solid fact that George W. Bush was easily one of the most unpopular Presidents of all time, both at home (where before the election, he had a 24% approval rating) and abroad. For most, I think, the "change" that Americans saw when they voted for Obama was the change from Bush's way of doing things, one that had indisputably harmed America, tying up the military resources, souring international relations, and possibly may have even influenced situations that have led to what is, by far, the worst financial crisis since the Great Depression. All told, it's a rather impressive list of things that his administration has managed to do to ruin America.
Naturally, people wanted something different from that. For a lot of people, McCain wasn't different enough, but Obama was. The same applied to those outside of the USA who had the exact same opinions of Bush as the majority of Americans. In other words, they cheer Obama's election not because they want the USA to fall, but because they want to love the USA.
